I'm having trouble adding multiple layers to the layers palette. I have several photos and background layers in the photo bin but when I drag and drop an image in the palette, it just replaces the previous layer that was there before. I've tried dropping the image in the project window but I get the same result. Thanks in advance for any advice, David

I have just recently upgraded from pse2 to pse5 and am not yet familiar with photo bin behavior. I do know that using copy and paste rather than drag and drop can sometimes avoid problems.

Copy the layer you want to add to another doc using edit>copy (be sure the appropriate layer is the active one) Then open the document you want it to and use edit>paste. It will past the copy layer above the active layer in your document.
