I don't think this will work for a couple of reasons:
1 - DVD is an interlaced format, regardless of what the player does.
If you have a field mismatch (which is what I suspect) then the problem will not go away by doing this.
2 - When you captured into Premiere, what was used to do this - analogue or digital, or a mixture?

I ask as this sounds to me like a field mismatch somewhere along the line,
