My site has a background with all the content in a layer above it. How do I get the layer to be centered no matter what the screen size?

You'd need to put the layer content inside a container (div) that centers in the browser window - see this tutorial for details:

No need to spend any money, Nate's tutorial works perfectly, at least for horizontal centring.
