You can shoot this in any setting you like. The perception of "wetness" is merely dependent on the gloss/ reflection caused by the water and the desaturation and darkening of materials as they soak themselves with the water. Both phenomena can easily enough be extracted from "neutral" materials (cardboard, bluescreen walls) and overlayed on other existing footage using blendmodes. I simply think you are overcomplicating things and see problems where there are none.
