Default Framerate Threshold by Javascript

Hello,
the user experience of viewing environment scenes (like in this test scene:http://home.arcor.de/ramtam/storm%20%20low%2085.pdf )would be greater if I could prevent the bounding box reduction by default. Especially for users that are new to the 3D stuff, and in general donīt know about the 3D settings and what they do.
Is there a way to define the framerate threshold inside the 3D preferences by Javascript?
